What determinations can the Tribunal make?

If the Tribunal is satisfied that detention is no longer warranted because the person does not, at the time of the hearing, satisfy the criteria, it can issue a certificate which states that.

The certificate issued by the Tribunal allows the person subject to the restriction order to apply to the Supreme Court for release.

The Tribunal cannot discharge a person from a restriction order. Only the Supreme Court can do this.
